They are usually found in a 6 pack.
StealthMounts states that one pair of cleats has been tested to hold more than 100 pounds.

The mounts clamp directly onto the corner rails, so no drilling or permanent toolbox modifications are required. The kit fits the original Rolling Toolbox right out of the package, but many have said that to fit the rolling drawer box the included mounts may need some trimming to fit.
